Tour operator knowledge of the tour is often very limited.
Many of the agents run other business in addition to tours, like rent cars, laundry and almost never know what are great operators and the worst operators. The only thing you need in order to sale a tours is a brochure of a tour or wall advertising provided free by the operator and a phone to make the reservation. No investment, no license from anybody, nothing but a phone and hopefully some happy go lucky clients. Many agents also can speak just a bit of English so even if they knew the difference between the tour operators it will be hard to explain.
